CLEVELAND, Ohio – Phillip Gaines, who was claimed off waivers by the Browns in Week 10 last season, is returning to the team, the Browns announced on Tuesday. Aaron Wilson of the Houston Chronicle reportedon March 15 that Gaines was expected to sign a one-year contract.
